People should be permitted to use the Internet as a way of finding a child to adopt, but the actual adoption should not happen over the Internet.

How exactly does one adopt a child over the Internet: does the adoption agency email you the child?
Perhaps you're asking if adoption agencies should use the Internet to communicate with their clients; I fail to see how that is substantively different that communicating using the telephone or fax.

I don't think so, unless there is a really good way to tell if the child is going to a good home before the adoption is complete.

i think we should be able to find information, research, contact the proper people in the proper channels but that the paperwork and transactions should be done in person. and the people contacted on the internet should be required to show or display the proper identification or license or certificate, whatever.

Absotively, posilutely not! It can be chancy rhe way it is now let alone taking it one more step removed. There are so many kids that need adoption that aren't babies and aren't taken it's sad. They probably should be profiled but I think the parents should be selected carefully-not the kids.
