I said the explanation text as a joke, and it got incorporated basically word for word, so I certainly wouldn't vouch for its accuracy.

I saw that and laughed! It was a fine definition of "No Fly Zone" - a zone in which no-one flies.

No, because it makes it impossible for the Red Cross and other humanitarian organisations to get into the area to distribute food or medication.

That's not true. I did a search and found some news articles that only the US military can fly there unless special approval is gained. Obviously if it's a flight of food or medications, the US embargo against Iraq prevents those flights from landing in Iraq and they need to land elsewhere and try to transport by land.
