How would you answer the "Fish-And-Chips sign" question?

Would the sentence "I want to put a hyphen between the words Fish and And and And and Chips in my Fish-And-Chips sign" have been clearer if quotation marks had been placed before Fish, and between Fish and and, and and and And, and And and and, and and and And, and And and and, and and and Chips, as well as after Chips?

I just kind of minded seeing a joke that's been mailed to me at least 6 times in the past 5 years turned into a survey. This is a funny quote, but it's really not a survey as much as it's e-mail/cubical humor. Maybe I am a fuddy-duddy, though, so what do I know? * wink *

The quotation marks should only "surround" fish,
ships, and the ands which are capitalized. It
would be stupid to "surround" the Ands and ands.
