My 3rd year of college physics gave all the theoretical info that was needed. Whether it would work or not I have no idea. Theory and actual are not always one and the same.

The overall conceptual model is simple. Many college undergraduates could probably explain how it works. The hard part is the personal safety issues in handling dangerous radioactive material, and in the precise design and engineering issues around getting all the pieces to go together at the same time. In reality, not just anybody could do it and it requires a sophisticated team with excellent technical skills in engineering and mechanical areas.
