What is the best solution to an overflowing public trash can?

Lets say there's a trash barrel in a public park. The park is fairly popular and the trash can fills up quickly. Once it's full, people try to pile more trash on top or they place it next to the barrel. So, it can become quite a mess and people are not happy with the situation.

If possible, increase the Parks Department budget so that it can provide more trash cans and/or empty them more often. If that's not possible, then people will just keep littering until it is possible. Putting up a sign or removing the can isn't likely to help.

There are so many teenagers out there who would do anything for money. Pay them to empty it.

More trash cans would not be 'that' much of an additional cost, and it is a one time cost... neither would be emptying the trash cans (if it all) more often, both could easily be done without too much trouble.

Tell them they need another can. They likely don't know and the guys picking up the trash don't give a crap. I know. Been there. I worked summers during college driving a garbage truck that picked up trash from all the city parks. Some never had anything in them and others were overflowing. We didn't give a crap to move cans around or tell the boss of the parks department (my uncle) they needed more cans.

Throw it on the ground. If the stupid park people are too cheap to hire enough drones to empty trash cans, then it is their fault.

People should use their brains and hold onto their rubbish until they find a suitable bin.
