I don't use this phrase (at least I don't think I do), although I have an older brother. I'm more likely to use some form of Jesus' name (and I'm not Christian).

when someone says something totally stupid or ignorant. Roll my eyes back in my head, and I say Oh Brother, what a moron.

I have a younger bro and use the phrase in general.
It only dawned on me recently that it has meaning because I have a younger brother who has often enough been cause to roll my eyes.

Hmm, apparently people with brothers are actually less likely to use the phrase.
