Should the leader of your country be given complete control of the internet in times of emergency?

I found this on line and wonder what everyone here thinks.

Excerpt:
Internet companies and civil liberties groups were alarmed this spring when a U.S. Senate bill proposed handing the White House the power to disconnect private-sector computers from the Internet.

The new version would allow the president to "declare a cybersecurity emergency" relating to "non-governmental" computer networks and do what's necessary to respond to the threat. Other sections of the proposal include a federal certification program for "cybersecurity professionals," and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license.

in time of emergency, i would want them to have some control but i think the citizens should still be able to communicate to each other and the government via the internet! now do i think there would be that choice, i don't know. for some reason i think they would take total control or none with nothing in between.

No one should ever be given complete control of anything, in matters such as these. Could you imagine the millions of people out there working on very important projects of equally national /financial importance and then 'zap', everything is lost and what would constitute private-sector? A home business? Or, for that matter...anyone who needed something vital saved. Weren't we afraid that this would happen during Y2K?

Not just no but HELL no!!!!!!!!!

I know King Obama and his LWL lackeys would love to control the internet since they want to control every aspect in our lives, but I say we should have total freedom to think, say, and do anything we damn well please.
