Help solve the mystery of the Blue Fuzzmo

Construction workers will be busy installing a water intertie. They begin by marking the ground, and placing stakes. On one of the stakes, it is written "BLUE FUZZMO". Question is, what is a blue fuzzmo?

Apparently, obviously, it is a person. I wouldn't move the stick until they get a proper gravestone.

I think it might be those plastic stake things with the blue strings sticking up all over. Maybe they nicknamed thos blue fuzzmos, and they wrote it on the stake to say its the same thing as what a 'blue fuzzmo' stake means.
