What is a permacob or a permacobber?

Permacob is the thick layer of corn-cobs that exists just under the topsoil in Iowa, but which is slowly starting to disappear because of climate change. A permacobber, oddly enough, is completely unrelated, and is instead someone who is so consumed in his worship of baseball player Ty Cobb that he speaks only in sentences that contain all the letters of Ty Cobb's name.

I don't know, but I just came up with the worst joke ever:

I think it could mean something else ...my first reaction was a hair permanent which made thick cob-like ringlets. Weird, I know.
