I really doubt it. It would depend where, when, and how big the hot tub was. Oh yes, and the gender of those already in it.

I have no problem with the nudity. I just don't want to feel like I'm intruding or to be around people I may generally find unappealing. Imagine a hot tub full of the people you would find on a bus? Yikes!

If they were complete strangers but somehow known to me, i.e. by some "group"-ing to use a recently-controversial term, then I'd jump in. Examples I can think of are an SCA event, a Ranch party, SCers I'd never met before, etc.

If they were just totally complete strangers, I wouldn't.

I've relaxed in a thermal hotspring in a foreign country with people with whom I did not even share a language. It was really pleasant, but also it was large enough that we could get away from each other if we wanted to.
