but it says that he is in his fourteenth year which means that he is not yet fourteen and therefore thirteen.

Because he's in his 14th year of life, which is different than being 14 years old. A 3 month old infant is in his/her first year of life. I'm not good at explanations, but maybe it was a bit clear.  * smile *
