I don't suppose it's possible to limit the number of thread a person can start in a specific amount of time. Over in General Forum, someone seems to add a new thread every time you turn around which, normally, wouldn't be a big deal, but every thread seems to say the same thing.
My experience with such things leads me to believe it's not the best solution.
In other words, creating a limitation for everyone because of one person's bad behavior doesn't address the problem very well and may end up punishing people whose behavior is not bad.
I don't know if you realize, but you can actually filter people. There are some settings on the Customize page. I actually use this myself. Actually, I suspect that I may be filtering the person you're talking about because when I look, I don't see the problem... hm... maybe not. I guess I'm not sure who you're talking about If it's Jeremy, I could just nuke him. In other words, if he's just annoying almost everyone, I could see the value in just getting rid of him. Especially, since it doesn't seem possible to get through to him given all the bad history. If it's someone else, maybe we could just try to ask them to change their behavior.
I think it's better to to try to address the bad behavior directly, assuming it's a general problem affecting a number of regular users (annoyed by this person posting too much).
He will only return again later if nuked. Besides, he begs for that. He seems to get off on that.
I say let him wear himself out. Like a dog on a short chain.... he'll eventually get tired of barking and tugging. And if not... we can just ignore or filter him.

If I filter him (or her), will it make it so I don't see his (or her) threads? That's really my only complaint. I don't really care about what he (or she) is saying in the Forum (I just skip their posts, like I do with Verouge). I just hate coming to the site and seeing ten new "garbage" threads filled with the same bullcrap.
I know I could just try filtering him (or her) and see for myself, but I'm feeling lazy and just thought I'd ask. Plus, it gives me a chance to correspond with you, Bill, and gives me the opportunity to let you know that this is still one of my favorite sites to visit (right behind http://www.cakefarts.com . You should all check it out, by the way). Thanks for doing such a great job.

I was learning how to do a prostate examination this afternoon; had my finger stuck up a dummy's backside. Forget the desensitising effect of the internet - I'm at medical school!
(NB: By "dummy", I mean a plastic teaching aid, not a patient foolish enough to volunteer to have 200 nervous students probe their prostate.)
