I merely stopped by this survey in qual, and there it shows me with a neutral rating. How did that happen if I didn't participate in qualifying? | bill

Hm. Is that different than how it used to work, maybe... I did make some changes related to that sort of thing.
I'm not sure it matters, though. All qual ratings get wiped once the survey is qualified. Also, a 50% rating has essentially no important effect on a survey in qual. That is to say it would not cause the survey to have a better or worse chance of being qualified due to the rating. A survey needs an average 50% or better to be qualified. So, a 50% rating has no effect on that. If the average was less than 50%, your 50 would bring it up slightly, but no enough to push it to 50% (well, there would need to be 100 people qualifying for the average to round up). If it's already 50%, then another 50 doesn't really matter. If it's over 50, another 50 would bring it down slightly but it could not push it below 50%.
I think this would also happen with qualified surveys, though... just viewing a qualified survey would cause a 50% rating to be cast. Of course, this is the default if you respond to the survey. But, I think it use to cast a "no rating" rating which was ignored rather than giving 50%. The 50% on a qualified survey would tend to drive survey ratings toward 50%, pushing such surveys subtly toward the middle. Minor effect, but it may matter.
Maybe I'll try to change it back to how it was. I had made some changes to how it worked in order to consolidate some code, but it hadn't occurred to me that my change had an effect in the just viewing not voting case. | bill

OK, I just made a change that I think will prevent a rating from being made just by viewing a survey (in qual or otherwise).
It's possible the change I just made will break something else. It's hard to tell. But, probably not and we'll have to see.
