I think most of these needs works are covered by the "sometimes, under certain circumstances", but the results would be much more interesting if you had better options.

How about an option for It's ok to break minor laws but not major ones. I would drive over the speed limit and have no problem with it but would not kill someone.

I think this survey is fine as multi choice. But I also don't think it's a particularly good set of options, so I'm giving it a 'bad' rating to go with the 'reasonable' qualification.
