Who is responsible?

Kids are shooting other kids in school. Studies show most child murderers were abused first. Firearm deaths are actually dropping, and there is less violence on TV than a few years ago, but we're more sure than ever that we should ban more pistols and limit TV more. The internet keeps being threatened with "cleansing" so it's safe for kids. What does this mean?
