No matter if pterodactyl is correct or not, the question is a little akward anyway, and I think needs to be put a different way.

To Pterodactyl: I'm sorry, I believe you stand corrected in your statement to Zang. The text books teach that third person pronouns can have mixed singular and plural references where it is needed.

Canadians can consider themselves; an individual can consider herself or himself.

I think a lot of non-Canadians will not read this in such a way as they can feel that they could participate. The way Zang suggests you phrase the question would clear that up. If you change that, this may work better as a hypothetical question than a "language" one.

There's nothing wrong with the grammar. Although, I suppose the question would be clearer (and less awkward) if it were: "If you were a Canadian, would you consider yourself to be an American?"

The question is not grammatically correct. I'm not even sure what you should ask instead. Maybe "Do Canadians consider themselves Americans?" which seems kind of odd.

To your question 2: For those who are not Canadian, I feel I have provided them a question, so they too can participate. It's the first group of words you see when you view the surveys - the main question. Right?
