Who in "The Simpsons" is dumbest?

It's a tie between Chief Clancy Wiggum & Ralph Wiggum. The apple doesn't fall far from the tree. I wouldn't call Barney dumb, alcohol-addled maybe, but when he's sober he's smarter than both of the Wiggums.

Chief Wiggum. In high school, the police liaison for the school reminded me a lot of Chief Wiggum.
So definitely Cheif Wiggum.

Barney's not dumb, he's just a drunkard...

I would have to say Ralph. I know its cruel to say that a child is the dumbest, and Barney would be my next choice, but I don't see any potential for Ralph getting smarter if he were to grow up. Homer and the Chief seem to have below average intelligence, but they at least seem to function well. And once in a while, Homer does something intelligent for a change. Like that episode with smuggiling beer. As far as Barney, he's mostly shown in the bar drunk, so I cant make an honest judgement there. Also, why isn't Krusty the Clown on the list?

Chief Clancy Wiggum methinks. Bareny can blame the alcohol, Ralph has age on his side and Homer, well, he can be dumb but not as dumb as the chief.

Little Ralph is the ultimate dumbass, poor kid, he inherited his father's brain. After the Wiggums, Homer is the next dumbest. In his youth Barney was intelligent and wanted to become something... until Homer introduced Duff beer to him and Barney instantly came an alcoholic.

Mostly Homer, except the episode where they take the crayon out of his brain and he's super intelligent (so THAT's where Lisa gets it from), that is, until he crams it back up in there so he can be the same old Homer again
