It is called a City, it was originally based around a goldmine (apparently "ranked 7th in the world" whatever that means) and is in the middle of a bunch of bushland and wineries. Basically it's a city because it has a population of over 70,000, but you'd still describe it as rural - simply because it IS rural and not urban  | Which is the best city to live in? |
