I think a 21 and older law would certainly be needed if ever legalized. Now adults who have matured is another thing. We have done all the growing we are going to do and the effect of marijuana is quite different. I smoked as a teenager and a lot. I didn't want to do crap. But as an adult in college, and I went late in my late 20's early 30's, it helped me to eat and concentrate. I wrote some good papers high.
