A few years back, well early 80's we had a Democratic Governor, Tony Anaya, and he was also Catholic who on his last week in office commuted all the death row inmates sentences to life. Those on death row have been put there subsequently after his term was up. The death penalty is no deterrent though, and that has been proven.
