Retirement investment shelters were merely a shift towards a libertarian money management arrangement from the '30's welfare state. It's a change in accounting systems, x + Y = z, not X + y = z. Recall the U.S. started with no taxes. Welfare would never have flown here in the 1930's of rugged individualism if it hadn't been presented as a security investment for retirement during uncertain times. It seems you are trying to bridge the gap between Marxism-Leninism and conservative libertarianism (Reaganism), holding fast all the while to a system where every individual must be an investment banker to survive.
