First, no government is capable of making anyone happy. The best that's been tried so far is to limit governmental interference in one's own pursuit of happiness. Second, the cultures will be clashing whether there is one government or not. Considering the number of surveys that he's written that means he's written more good surveys than most of the people who are on the top rated survey-writers list.
