There is nothing wrong with using it in other ways such as "This drug will retard your heart rate" or "Continuing violence will retard negotiations over the country's future". The phrase "mentally retarded" originally replaced the clinical terms; idiot, imbecile and moron, which around 1900, were proposed to describe a graduated level of intelligence, based upon IQ. 50-69, Moron. 20-49, Imbecile. below 20, Idiot. Around 1970, these terms fell out of use and were replaced by "mentally retarded". Language is constantly evolving. Sometimes I will tell someone that I think they are "really special" and then qualify that with "I don't mean that in a special olympics kind of way". | How do you feel about banning the word "retard"? |

Most of this doesn't make a lot of sense. I'm not sure what the phrase "to where" is doing in that question. "So that"? "animals / plants who"?
