These are just a bunch of old laws that were passed, probably around the turn of the last century, and nobody cares to clean up the law. It takes time, energy and money to do so, so you just have to let the old laws sit on the books, and go uninforced. But it is a cool thing to laugh at. Just try passing a law today in this day and age that tries to legislate what goes on behind closed doors.
