Might it be possible to further limit the people who can vote on surveys? I'm thinking of an automagicly generated 'Karma' number which would have to get above a threshold before it became possible to qualify surveys. (Although, it would be cool to let non-qualified people make comments in the approval section.)

This would make a good reward for submitting a number of good surveys, and punishment for submitting a string a bad surveys.

How about making it much harder to submit surveys?

I'm coming to think that I'd be happier with fewer, but higher quality surveys.

I don't seem to be able to answer surveys.

After answering questions, and typing in a comment, I clicked 'Submit' and I get a page with the header menu, but nothing else. Clicking reload doesn't help.

The frames in the chat room need work. I just wound up without a chat section, or without an input section. Had to completely back out and re-enter to get things to work again. The problem happened when I followed a link out of the chat area to a survey, then returned to the chat.
